The Houston-Galveston Area Council (H-GAC) is a regional council of local governments, representing 13 counties in and around the greater Houston area. This council has funding and planning authority for sidewalks and roads, large scale infrastructure like highways, childcare, flooding prevention and mitigation, and workforce development.

Here’s the problem: City of Houston makes up 60% of the population under H-GAC, but only has 20% voting power in the council.

What are we doing: We have joined a coalition of organizations to attain the necessary petition signatures in order to add to the November 2023 ballot a city charter amendment for proportional representation in H-GAC.
